Kigali, 03 March 2026 – The United States has imposed sanctions on the Rwanda Defence Force, accusing it of providing material support to armed groups operating in the eastern Democratic Republic of the Congo. The measures, announced by the United States Department of the Treasury, mark a significant escalation in diplomatic pressure on Kigali amid renewed instability in the Great Lakes region.

According to U.S. officials, the sanctions target alleged backing of the AFC/M23 Movement, a rebel faction that has been active in eastern Congo and has previously faced international sanctions. Washington maintains that external military support has emboldened the group, undermined ceasefire efforts, and contributed to civilian displacement and insecurity. Under the sanctions framework, any assets subject to U.S. jurisdiction are frozen, and American individuals and companies are generally prohibited from engaging in transactions with the designated entity.

The move reflects mounting international concern over the resurgence of armed violence in eastern Congo, a region long plagued by overlapping insurgencies, competition over natural resources, and cross-border tensions. U.S. officials have framed the action as part of broader efforts to deter further destabilization and to uphold regional peace commitments.

Kigali has strongly rejected the allegations. In an official response, the Rwandan government described the sanctions as unjustified and one-sided, arguing that they ignore the complex security dynamics along its western border. Rwandan authorities have consistently denied direct support for M23 and have instead emphasized what they describe as legitimate security concerns, including the presence of hostile armed groups operating near Rwanda’s frontier.

Rwanda further contends that durable peace in eastern Congo requires a comprehensive political solution involving all stakeholders rather than punitive measures directed at a single party. Officials have called for balanced engagement and renewed diplomatic dialogue, warning that external pressure without parallel regional negotiations risks entrenching mistrust.

The sanctions introduce new uncertainty into relations between Washington and Kigali, which in recent years have included cooperation on regional security and development initiatives. Analysts note that while targeted sanctions are designed to influence behavior without broader economic fallout, their political symbolism is significant. Whether the measures will alter calculations on the ground in eastern Congo remains uncertain, but they underscore the growing international scrutiny surrounding one of Africa’s most persistent and volatile conflicts.
