China and Rwanda Strengthen Parliamentary Cooperation

Kigali, June 11, 2026 – China and Rwanda have reaffirmed their commitment to deepening bilateral relations and enhancing inter-parliamentary cooperation following a high-level meeting between Chinese Ambassador to Rwanda Gao Wenqi and the Speaker of Rwanda’s Chamber of Deputies, Rt. Hon. Gertrude Kazarwa.

During their meeting on June 10, Ambassador Gao paid a courtesy call on Speaker Kazarwa, where the two leaders exchanged views on the state of China-Rwanda relations, with particular emphasis on strengthening parliamentary exchanges and cooperation.

Both sides praised the steady growth of bilateral ties and highlighted the fruitful outcomes achieved under the strategic guidance of President Xi Jinping of China and President Paul Kagame of Rwanda. They noted that the elevation of relations to a Comprehensive Strategic Partnership has opened new avenues for collaboration across various sectors, including governance, trade, infrastructure, education, technology, and people-to-people exchanges.

Ambassador Gao and Speaker Kazarwa underscored the important role that legislative institutions play in supporting national development agendas and promoting mutual understanding between nations. They expressed a shared commitment to expanding exchanges between the National People’s Congress of China and Rwanda’s Parliament, particularly through dialogue, capacity building, legislative experience-sharing, and cooperation on issues of common interest.

The meeting reflects the growing importance of parliamentary diplomacy as a complement to traditional state-to-state relations. Parliamentary exchanges provide a platform for lawmakers to share best practices in legislation, oversight, governance, and public representation while fostering stronger institutional links between the two countries.

Rwanda China inter-parliamentary cooperation

China and Rwanda have enjoyed warm diplomatic relations since the establishment of formal ties in 1971. Over the years, the partnership has expanded significantly, with China becoming one of Rwanda’s key development partners. Cooperation has encompassed infrastructure development, healthcare, agriculture, digital technology, education, and investment, contributing to Rwanda’s socio-economic transformation.

At the parliamentary level, interactions between the National People’s Congress of China and the Parliament of Rwanda have steadily increased through mutual visits, participation in international parliamentary forums, and exchanges aimed at strengthening legislative capacity and governance practices. These engagements have helped reinforce broader bilateral cooperation while promoting greater understanding of each country’s development priorities.

As Rwanda continues to pursue its Vision 2050 development agenda and China advances its modernization goals, both countries see parliamentary cooperation as an important mechanism for supporting policy dialogue, strengthening institutional partnerships, and translating the broader Comprehensive Strategic Partnership into tangible benefits for their citizens.

The two sides concluded the meeting by pledging to work together to further advance China-Rwanda relations and ensure that the growing partnership continues to deliver greater benefits to the peoples of both nations.
