BEIJING, China,July 14,2026 — China has reaffirmed its commitment to fully implementing all agreements reached under the Forum on China–Africa Cooperation (FOCAC) Beijing Summit, underscoring its intention to deepen cooperation with African countries through what it describes as a partnership founded on equality, mutual respect and shared responsibility.
The assurance was given by Shuai Guipeng, Deputy Director of the FOCAC Office at China’s Ministry of Foreign Affairs, during an interview in Beijing on Monday. Shuai said Beijing remains firmly committed to honoring every agreement reached with African partners before the next FOCAC ministerial meeting, adding that implementation of the summit’s outcomes is progressing steadily.
According to Shuai, China views Africa not as a recipient of aid but as an equal partner in development cooperation. He stressed that projects under the FOCAC framework are jointly planned and implemented, reflecting a relationship based on shared interests rather than a traditional donor-recipient model.
He noted that China–Africa cooperation has evolved beyond financing and constructing infrastructure projects to include long-term operational partnerships that help ensure sustainability. As an example, Shuai highlighted Kenya’s Mombasa–Nairobi Standard Gauge Railway, where Chinese and Kenyan partners continue to jointly manage operations after construction, a model he said demonstrates the collaborative nature of the partnership.
Addressing concerns over the pace of implementation, Shuai acknowledged that the principal challenge is not a lack of commitment but the sheer number of projects being carried out within a limited timeframe. Despite this, he expressed confidence that all commitments made during the Beijing Summit would be fulfilled before ministers convene again under the FOCAC framework.
Shuai also revealed that delivering FOCAC commitments has become part of the Chinese government’s internal performance evaluation system. He said Communist Party committees monitor implementation to ensure that agreements reached with African countries are translated into concrete results, reinforcing Beijing’s emphasis on accountability in executing bilateral commitments.
The Forum on China–Africa Cooperation remains the principal platform guiding relations between China and 53 African countries, serving as the foundation for cooperation in infrastructure, trade, industrialization, agriculture, health, digital development and people-to-people exchanges. Since its establishment in 2000, FOCAC has become the cornerstone of China’s engagement with the African continent, with action plans adopted every three years to guide future collaboration.
Shuai’s remarks come as China continues to emphasize the implementation phase of the commitments announced at the Beijing Summit, signaling that the focus has shifted from announcing new initiatives to ensuring that existing projects are completed and deliver tangible benefits across Africa. The comments also reinforce Beijing’s broader message that its relationship with African nations is intended to be long-term, collaborative and driven by mutual development objectives
