Accra, Ghana — Ghana and the People’s Republic of China have formalized a US $30 million grant agreement to fund the construction of a new university in Damongo, the capital of the Savannah Region, in a move set to expand higher education infrastructure in northern Ghana.

The agreement was signed on January 20, 2026, during a meeting between Ghana’s Minister for Finance, Dr. Cassiel Ato Forson, and the outgoing Chinese Ambassador to Ghana, H.E. Tong Defa. Dr. Forson expressed gratitude on behalf of the Government and people of Ghana, highlighting the longstanding diplomatic and development partnership between the two countries.

According to official statements, the grant will support the establishment of a science and technology-focused university aimed at addressing regional disparities in tertiary education access. The Savannah Region, historically underserved compared with southern parts of Ghana, stands to benefit significantly from enhanced educational opportunities for students from northern and rural communities.
In addition to the university project, plans include the development of complementary infrastructure, such as a regional hospital that will also serve as a teaching facility for medical sciences, strengthening both education and healthcare capacity in the region.

Dr. Forson underscored the project’s alignment with national development goals, noting that improved education infrastructure is critical to equipping Ghana’s youth with the skills necessary for a competitive economy. He also acknowledged the broader context of Sino–Ghanaian cooperation, which has encompassed decades of development assistance, concessional financing, and technical collaboration.

The project marks another milestone in the bilateral relationship, following additional Chinese-funded initiatives such as infrastructure improvements and market development projects. Both governments reaffirmed their commitment to deepening cooperation in education, economic development, and cultural exchange.
